Death of our Dear Colleague David Martínez Madero

We regret to inform you of the sudden death of our dear colleague, David Martínez Madero, Director of the Antifraud Office of Catalonia, who unexpectedly passed away last Friday, 21 January 2011, on a trip back from a mission.

David Martínez Madero designed the institutional structure of the Office and was responsible for its setup. His staff regarded him as a living example of integrity, institutional loyalty, independence and public service dedication, a tireless worker and rigorous professional. He was perceived as a prudent man but also firm on his convictions and decisions, affable and accessible. After only one year he had made the Antifraud Office of Catalonia a well-respected and highly reputed player in the international anti-corruption community, establishing professional links with all major players. As a result, the Office became a full-fledged member of the EPAC network during the last General Assembly of EPAC/EACN in November 2010.

David Martínez Madero was born in El Masnou (Barcelona) in 1963 and graduated in law from the University of Barcelona. He was a member of the Public Prosecutor's Office since 1992. Designated by the Parliament of Catalonia for a non-renewable period of nine years, he took up the post of the Director of the Antifraud Office of Catalonia on 26 May 2009.

In 1999, he was appointed member of the Public Prosecutor's Department against Corruption and Organised Crime and accumulated intensive experience in the sphere of the fight against corruption, financial crimes and organised transnational crime. For ten years, he has exercised his post as well as coordinated and executed international consultancy projects (United Nations, Organization for Economic Co-operation and Development, Council of Europe, European Commission) directly related to the prevention and control of corruption, institutional construction and the enhancement of social cohesion, advising on the review of judicial systems in various European and Latin American countries.

From 2001 to 2007, he was Pre-Adhesion Advisor of the European Union in Romania, having been awarded the highest official presidential decoration for his contribution to the improvement and strengthening of institutional capacity to fight against corruption.Our deepest sympathy and thoughts are with the family and friends of David Martínez Madero.
