Membership in the European Partners against Corruption (EPAC) is open to organizations of national remit and/or broad jurisdiction within Member Countries of the Council of Europe concerned with the independent oversight of policing and with the prevention of and the fight against corruption. European organizations and networks with similar objectives may also be members. Anti-corruption authorities and police oversight bodies from other European countries, as well as European organizations and networks with similar objectives, may qualify as observers.

Membership in the European contact-point network against corruption (EACN) is open to authorities from European Union Member States charged with combating corruption. Member States can each designate one, but not more than three authorities. The European Commission is also entitled to designate an authority and Europol and Eurojust, within their respective competencies, may participate in the network.

An individual who has made an outstanding contribution to EPAC may be elected as an honorary member by the General Assembly. Honorary members are elected for life.
